This study identifies, the Puntland’s youth, women, and groups of civil society were enthuses with in courageousness, on the way to the transformations the old-fashion of traditional system to the democratization. It is also the current Puntland State administration elected in five years from date of (January 08/2019) stipulated, and ready to engage efforts for political transformation. This study precisely to evaluate the nature of challenges and what are the difficulties this administration will face on during this transformation process, and the opportunity of high public expectations for the Puntland administration to resume the stalled to the process of democratization. It is also inspiring the undertaking of a significant decentralization to the local authorities in local council districts of all regions. The study recognizes that certain issues need to focus on such as, the mobilization of civil society, and empowering to the public awareness through media.
