One third of the council was up for election and the Liberal Democrat party held overall control of the council after what was seen as a straight fight with the Conservative party.The election in Scotter ward was decided by the toss of a coin which the Conservative candidate won.West Lindsey is a local government district in Lincolnshire, England.The district was formed on 1 April 1974, from the urban districts of Gainsborough, Market Rasen, along with Caistor Rural District, Gainsborough Rural District and Welton Rural District. All of these were in the administrative county of Lindsey, based in offices on Newland in Lincoln - presently occupied by Lincolnshire County Council. The district council moved to new £4.3m in Marshall's Yard in Gainsborough in January 2008.
