Originally a civil servant in the Ministry for Co-operation, in 1990 Fofana became the Director for Public Investments. In 1994, he accepted President Lansana Conté offer to become the "Administrator and Controller of Major Works". Increasingly close to Conté, in 1996 he was delegated to the office of the Prime Minister, with responsibility for the national budget and the NGO sector. In 1997, he was promoted to become the Finance and Economy Minister. In this post, Fofana became increasingly at odds with Conté, and in January 2000 was removed from his post. He decided it prudent to go into voluntary exile in Dakar, as permitted by his colleague and Security Minister Sékou Kouréissy Condé. He then took asylum in the United States, studying in Florida and at the American University in Washington D.C..
